In a recent fishing report, Tony Mathos noted with obvious dismay the discontinuance of the Bay Delta Enhancement Stamp. I have learned from a number of sources that the stamp program was discontinued by the introduction of a bill by the same legislator that enacted the program. His reasons follow:
